This report presents the recommendations by the 2nd ad hoc Committee on the TB epidemic. The committee met in September 2003 to make recommendations on the mid-term strategic direction for global TB control: (1) consolidate, sustain, and advance achievements; (2) enhance political commitment (and its translation into policy and action); (3) address the health workforce crisis; (4) strengthen health systems, particularly primary care delivery; (5) accelerate the response to the TB/HIV emergency; (6) mobilize communities and the corporate sector; and (7) invest in research and development to shape the future.

This report describes how Peru achieved its success in the fight against TB, with a particular emphasis on the role of strategic health communication. The report includes an analysis of lessons learned and implications that may help other developing countries in their fight against TB. The authors compiled this report by reviewing reports from Peru's National TB Control Program, as well as interviews with Ministry of Health staff, policymakers, representatives of international organizations working in Peru, leaders and staff engaged in TB program implementation, and TB patients and their families.

ISAC (Intensified Support and Action Countries) is a special emergency initiative to accelerate DOTS expansion and reach the 2005 targets; within the Global Plan to Stop TB, and to achieve the 2015 target of reversing TB incidence. ISAC will focus international assistance on and support efforts by the Stop TB Partnership in selected countries through the DOTS Expansion Working Group (DEWG).
